António Barreto Archer

Lawyer and Engineer

He holds a Law degree from Universidade Católica Portuguesa (2001) and a postgraduate qualification in Spatial Planning, Urban Development and Environmental Law from the Faculty of Law of the University of Coimbra (2005). He also holds a degree in Chemical Engineering from the Faculty of Engineering of the University of Porto (1990) and a Master's in Environmental Engineering from the same Faculty (1997). He has completed specialised postgraduate courses in Technological Innovation (Innovation Agency, 1993), Environmental Impact Assessment (IPAMB, 1996), Petroleum Law (Portuguese Society of International Law, 2014), and Hydrogen Technology and Economics (INEGI, 2023). He also completed three professional internships in Italy (CONSULENZE AMBIENTALI, GRUPO RADICI, and CM BERNARDINI) in industrial and environmental management and engineering (1994, 2002 and 2006), in the fields of liquid and gaseous industrial effluent treatment and the design, installation and operation of vegetable oil refineries and biodiesel plants.

António Barreto Archer

As a lawyer, he has represented clients in more than a thousand judicial and arbitration proceedings, primarily in the areas of civil, commercial and administrative law. He has led more than a hundred public and private investment projects in agriculture and the primary sector (oil and gas), construction, industry, trade and services. He has served as an expert witness in judicial proceedings and as an arbitrator in disputes submitted to national and international arbitration. He is the founder and CEO of the Archer & Associados Law Consortium, with offices in Porto, Coimbra and Lisbon, a project that currently brings together 7 senior lawyers and a legal consultant.


He was a lecturer at Universidade Lusófona do Porto and at the Faculty of Engineering of the University of Porto between 1998 and 2022, where he taught various courses in law and engineering, in the fields of the environment, energy policy, civil protection, urban planning and ethics.


He is the author of numerous scientific and academic works, with more than thirty publications in the fields of engineering, law and ethics, and of the book "Direito do Ambiente e Responsabilidade Civil" ("Environmental Law and Civil Liability"), published in 2009 by Almedina. He has been a speaker at numerous colloquia, seminars and conferences on technical and legal topics, and has been a trainer on various professional training courses in his areas of expertise, having served for several years as coordinator and trainer of the Ethics and Professional Conduct courses of the Portuguese Order of Engineers.


Within the Portuguese Bar Association, he served as Chair of the Regional Delegation, as a Member of the General Council between 13 May 2013 and 10 January 2014, and as Chair of the National Traineeship and Training Committee between 2014 and 2017. He is a Senior Member of the Portuguese Order of Engineers, where he served as a Member of the Northern Regional Council of the Chemical Engineering College for the 1998/2001 term, as a Member of the Northern Region Disciplinary Council for the 2001/2004 term, and as a Member of the Jurisdictional Council for the 2016/2019 term.
